Clean Air Zones and AQMAs
Driving charges and declared pollution areas
A Clean Air Zone charges older, more polluting vehicles a daily fee to drive inside a marked boundary. London's ULEZ, Scotland's Low Emission Zones and Oxford's Zero Emission Zone are the same family under different names. No charging zone operates in Wales or Northern Ireland. An Air Quality Management Area charges nothing. Councils in all four UK nations declare one where they find a national pollution limit breached.
What This Means
Charges follow the vehicle, not the address. You pay only when you drive a non-compliant vehicle into the zone. Living here, parking and owning a car cost nothing extra. Scotland works differently: its Low Emission Zones issue a penalty, so a non-compliant car cannot pay to enter. If you later extend or redevelop here, the council may ask for an air quality assessment. This does not normally affect mortgage approval, buildings insurance or resale.

- Check your registration on the government's Clean Air Zone vehicle checker before you assume you pay nothing.
- Use the Scottish Government's LEZ vehicle checker instead if this address is in Glasgow, Edinburgh, Dundee or Aberdeen.
- Ask the authority that runs the zone whether any resident exemption or discount applies at this address.
- Multiply the daily charge by your commuting days if you drive a non-compliant vehicle through the zone.
- Ask the council's planning department whether an air quality assessment would be needed for the extension you have in mind.

- Most petrol cars registered from 2006 and most diesels from September 2015 meet the standard and pay nothing.

Additional Information
Oxford's Zero Emission Zone works on a different test from every other scheme. It charges all petrol and diesel vehicles, hybrids included, however new.
